Academic Staff

Carlos Alberto Abaleron

(Rosario National University, Argentina). Holds a degree in Development Planning (Development Planning Unit, School of Environmental Studies, University College London, England), Advanced Studies Diploma in Human Geography (UNED, Madrid, Spain), Editor of Scientific Publications Certificate (CAICYT) and PhD in Geography and History (UNED, Madrid, Spain).

Experienced scientific researcher (with institutional participation in the Research Council of Rosario National University, and then in the National Scientific and Technological Research Council [CONICET]); graduate and post-graduate teacher; trainer of scholars and researchers, of government employees; editor of scientific publications; referee of scientific articles; assessor of research and development projects; assessor of CONICET scholars and researchers; jury in selective processes on Urbanism (General Sarmiento National University) and final theses for the Master’s degree in Environmental Risks (Comahue National University – Poitiers University); and scientific advisor for local development projects in Latin America and Europe.

His range of experience comprises topics related to Housing and Habitat, Land Management, Sustainable Development, Types of Poverty (in relation to access to goods and services, and to income), Inequalities, Quality of Life, Quality of the Environment, participation in Restoration of Historical Quarters, Population Mobility, Urbanization Management in Tourist Cities, Governability and Environment, Strategic Planning, Local Agenda 21, among others.

He has conducted research projects in Argentina, Brazil, Chile, Peru, Uruguay, Spain, Italy, Portugal and Germany. He has published articles in journals and books in Argentina, Brazil, Chile, Colombia, USA, England, Italy, Spain, Sweden and Japan. He has been a speaker at international conferences, seminars and round tables in Argentina, Brazil, Chile, Colombia, Mexico, Uruguay, Germany, Spain, Italy, Sweden and Switzerland. He has been interviewed by the media (newspapers, radio and TV) in Argentina, Chile, Brazil, Germany and Italy.

He has represented the Bariloche Foundation at the Rio 92 Environmental Summit (Rio de Janeiro, 1992), the World Summit for Social Development (Copenhagen, 1995) and Copenhagen + 5 (Geneva, 2000), among other events.

In Argentina, he has conducted research projects for the provinces of Santa Fe and Rio Negro, San Carlos de Bariloche Municipality, for CONICET projects, the government of the Province of Mendoza, the city of Carcaraña, the SECYT, Comahue National University, the Mother/Child Program (PROMIN). These activities have been supported by the Federal Investment Council, the Inter American Development Bank, the National Agency for Scientific and Technical Promotion, the Ministry of Labor, Employment and Social Security, the International Organization for Migration, the International Labour Organization and the British Council, among others.

His most important activities abroad have been as a Scientific Advisor in three projects for the European Commission URB-AL Network, involving Bariloche, Mar del Plata, the Province of Mendoza, Tres de Febrero, San Patricio del Chañar (Argentina), Florianopolis, Rio Claro (Brazil), Montevideo (Uruguay), Viña del Mar (Chile), Ate, Elias Soplin Vargas (Peru), Vila Real de Santo Antonio (Portugal), Malaga, Calvia, Huelva (Spain), Rathenow (Germany), and Ariccia (Italy).

He has been an Associate Head Teacher of Regional Planning in the Architecture Course of Studies at the School of Architecture, Planning and Design, Rosario National University; and Teacher of the Course for Local Government Officials at the Urban Environment Observatory, Malaga.

He is currently a:

  • Member of the Scientific Researcher Course of Studies at the National Scientific and Technical Research Council (CONICET), as an Independent Researcher.
  • Associate Professor at the Bariloche Foundation.
  • Director of the Quality of Life Program for the Bariloche Foundation.
  • Member of the Administration and Finance Commission of the Bariloche Foundation.
  • Member of the Board of Directors of the Bariloche Foundation.
  • Full member of the Asociación de Geógrafos Españoles (AEG) and member of the Latin American Study Group.
  • President of the Vida Patagonica Foundation.
  • Scientific Coordinator of the Franciscan Center for Regional Studies and Development (CEFEDER), Argentina Catholic University, Campus Rosario.
  • Coordinator of the “Globalization and Inequalities” Group of the Latin American Network of Researchers on Globalization and Territory (RII).
