Projects and Technical Assistance

Technical assistance is provided at a national and international level for the implementation and transfer of the approaches, methodologies and models developed within the scope of this Program, as well as for the adaptation of methodological instruments suggested internationally. These instruments are fully transferred. At the same time, training is also provided for the technicians making up the working teams in the bodies receiving this cooperation. This strategy aims at generating local capacities to carry out these type of studies. These activities are developed at an international and national – provincial and municipal – levels, within the scope of state-run, private and service cooperative bodies.

Among the many technical assistance activities carried out, the comprehensive energy studies should be remarked. These were implemented in several countries of the region (Peru, the Dominican Republic, Argentina – a regional and two provincial ones – and the Southern Cone, a study requested by OLADE). The implementation of mid- and long-term analytical models for energy prospective (such as the LEAP model), has been the basis for the development of national energy plans and the formulation of energy policies. The Energy Program has recently advised the Argentine Energy Secretariat on the design of guidelines for the formulation of the Strategic Energy Plan.

Technical assistance has also been offered for the formulation of national energy policies on the basis of the approach developed by the project promoted by OLADE/ECLAC/GTZ called “Energía y Desarrollo Sustentable en America Latina y el Caribe”. This has been the case with Honduras, with UNDP financial support, and Republica Oriental del Uruguay, with ESMAP and IAEA financial support.

Likewise, the Program has implemented several technical assistance instances aimed at measuring energy consumption levels by end users by means of technical surveys. The results of these surveys have led to the design of energy balances in terms of useful energy in countries such as Peru, the Dominican Republic, Uruguay and the Argentine North East Region (NEA), as well as in the provinces of Mendoza and Buenos Aires, also in Argentina. Private energy companies and institutions have also been assessed on the design of long-term strategies.
