Training

Training activities are meant for professionals working in the energy sector in Latin America and the Caribbean, and are generally intensive and short.

  • The courses are given by teachers belonging to the IDEE/FB staff, and by experts from other Latin American countries, the US and Europe.

  • The main activity in the context of this training is the organization of the Latin American Postgraduate Course on Energy and Environment Economics and Policy, which has been offered since 1969. The scope of this Course has gradually widened and been adjusted along the years to fit the changing global situation, and in particular, that of Latin America and the Caribbean. It will be offered again in 2009.

  • A Course granting a Master’s Degree in Energy and Environment Economics and Policy (MEPEA) started in 1999. This is held in the city of Neuquén, Argentina, jointly with the School of Economics and Administration of Comahue National University. It is a two-year course, and is held on Fridays and Saturdays. It has been granted international recognition since it was evaluated and accredited by CONEAU, the Argentine Commission for University Evaluation and Accreditation.

  • In 2004 and 2006, a Post-graduate Course in Energy Economics and Policy was offered in Paraguay, supported by the Regional Commission for Electricity Integration (CIER), the Paraguayan Commission for Electricity Integration (PACIER) and Asuncion University.

  • Also, two short courses are offered every year by IDEE/FB, one on the technical and economic aspects of energy regulation, and another one on the design of energy policies for sustainable development and the use of the LEAP model.

 
Short courses and seminars
The Program offering short courses (1 to 4 weeks) includes training on topics such as: Energy Economics and Policy, Assessment of Energy Projects, Information Systems, Energy Models, Fuel Economics, Environmental Economics, and aspects related to regulation and tariffs. Some of these courses are not scheduled for any fixed date, and may be held in different countries, according to the participants’ place of origin.

Master’s in Energy and Environment Energy and Policy (MEPEA)

On 23 October, 1998, an agreement was signed between IDEE/FB and the School of Economics and Administration of Comahue National University (UNC), which laid the foundations for the creation of the Master’s in Energy and Environment Energy and Policy (MEPEA).

From the curricular point of view, the MEPEA has been designed along the lines of the Post-graduate course offered in Bariloche every year. Its content, therefore, is identical to the Post-graduate courses that have been offered since 1997. The Course is held in the city of Neuquen, on Fridays and Saturdays along a two-year period. Once the course has been completed, the students may choose to submit a final thesis, which will grant them the Master’s Degree in Energy and Environment Economics and Policy.

Héctor Pistonesi, Nicolás Di Sbroiavacca and Roberto Kosulj, from IDEE/FB, and Luis Riavitz make up the MEPEA Academic Committee. This Course has been accredited by CONEAU, the Argentine Commission for University Evaluation and Accreditation.


Other Activities

IDEE/FB researchers also cooperate with different bodies, companies and national and private Universities by teaching courses and designing didactic materials. Some examples are teaching the subject called “Urban Services” for the Post-graduate course in Urban and Regional Planning, and the subject called “Energy Economics” for GEPAMA’s Environmental Economics, both at the School of Architecture, Design and Urbanism of Buenos Aires University, as well as the subject called “Energy Economics” for the Post-graduate course in Gas and Petroleum offered by the Gas and Petroleum Institute of the School of Engineering, UBA and CEARE.

By means of agreements signed with Balseiro Institute, the National Atomic Energy Commission, and other Latin American Universities, IDEE/FB is also involved in training activities which include offering research internships and guiding thesis projects. It also cooperates in the development of post-graduate training activities at Buenos Aires National University, Universidad Nacional del Sur, Comahue University and the Argentine Catholic University.

IDEE/FB academic staff have also participated in other courses offered jointly with Latin American, African and Asian universities. Some of these are: Training course on the use of LEAP for mitigation assessment, El Cairo, Egypt, 3 - 7 April, 2006; training workshop on Mitigation Analysis, Seoul, Korea, September 2005; Training Workshop, Bangkok, Thailand, 23 - 27 July, 2007, all of them organized by the NCSP (UNDP/UNEP/GEF National Communications Support Programme).

The training of young researches is promoted by means of different mechanisms, with a view to helping them complete their post-graduate training and introducing them to research techniques in the field of Energy and Environmental Economics in the country and/or abroad. In this context, theses have been guided and followed up for these institutions: Buenos Aires University, Master’s Degree in Public Administration of the School of Economics; Imperial Centre for Energy Policy and Technology (ICEPT) - Department of Environmental Science and Technology (DEST) - Imperial College of Science, Technology and Medicine, Technical University of Denmark; Université Paris-Dauphine - DU - Développement Durable & Organisations; LUND University, Sweden (IEE); etc
