Decentralized Program for Medium-sized Donations in Argentina. The MADE Director was invited to participate as a member of the Technical Panel on Climate Change, in charge of the first round of assessment on projects submitted to the Program. 2006 Call.

United Nations Office for Project Services (UNOPS) - United Nations Development Programme (UNDP) - Global Environmental Facility (GEF) - National Communications Support Programme (NCSP).
Technical assistance aiming at supporting mitigation studies included in the Second National Communications of the UNFCCC Non-Annex I Parties through the NCSP. These activities comprise a detailed analysis of each country including consultations, the design of a survey in order to assess needs regarding the strengthening of capacities in this field and the development of a 5-year work plan for NCSP as from the analysis of responses from the countries.

Meeting held in the context of the COP-11/MOP-1, Montreal (28 November to 9 December, 2005). Assistance to the official Argentine mission to the COP-11/MOP-1 on issues related to technology transfer and adaptation and vulnerability in the context of UNFCCC negotiations.

Technical assistance to the UNDP Regional Initiative on Energy and Environment in Latin America regarding the Clean Development Mechanism (CDM) in the region. Survey of the training needs in the field of CDM of the Mechanism National Headquarters in the region, and UNDP headquarters in the countries of the region. October 2005 through June 2006.

Member of the working team in charge of the tasks aiming at the design of the Argentine Second National Communication to the United Nations Framework Convention on Climate Change, according to Article 12 of the UNFCCC. Responsible for the coordination of the Greenhouse Gas Inventory (GGI), including activities such as: (a) design of the GHG Inventories for the Energy Sectors (fuel combustion in stationary and mobile sources, and fugitive emissions), Industrial Processes, Agriculture, Livestock, Land Use, Land Use Change and Forestry, Waste Management; (b) bringing energy balances into line with fuel and gas categories needed to apply the IPCC/OECD Methodology; (c) identification, survey and analysis of the most appropriate emission factors for Argentina; (d) contrastive study and trends detected in the 1990, 1994, 1997 and 2000 GHG inventories. Responsible for the coordination of the GHG inventory for the energy sector. March 2004 through December 2006. Also responsible for the economic part of sub-component B8, “Applying a Strategy for Adaptation to Climate Change in Argentina”. May through December 2006. Responsible for the chapters on GHG National Inventory and Mitigation Measures of the SNC Final Report.
